With over three decades of experience, Spencer is a valuable addition to the Complete Logistical Services team. As the CEO, he oversees a range of critical areas, including vision, strategic planning, culture building, budgeting, corporate financial goal setting, capital allocation, and executive team management.

Before founding CLS, Spencer held the position of Vice President of U.S. Gulf Operations at Seagull Marine, Inc/Agility Project Logistics, where he managed offshore construction industry services and provided guidance to employees in various offices throughout the U.S. Gulf and Mexican Gulf ports to ensure projects were handled efficiently within client and government guidelines. Spencer's extensive career also includes positions such as Commercial Director for Gans (USA), LLC, Operations Manager and Director of Marketing for Riomar Agencies, Inc., Director of Operations for RioInternational, Inc., and General Manager for Inchcape Shipping Services. In each of these roles, he optimized operational services and organizational efficiencies, leaving a significant impact on the companies he served.

Spencer is an active member of several industry associations and organizations, including the New Orleans Propeller Club, where he currently serves on the Board of Directors as First Vice President. He was also a board member of the Louisiana Maritime Association (NOSSA) for seven years, holding positions such as Secretary, Vice-Chairman, and Chairman. He additionally served on the Board of Directors for the New Orleans Board of Trade and was a Commissioner for the Louisiana Pilotage Fee Commission. Spencer is a member of the New Orleans World Trade Center, South Central Industrial Association, American Staffing Association, Louisiana Oil & Gas Associations, Louisiana Association of Business and Industry, and Louisiana Chemical Association. He serves on the Board of Directors for NOLA Oil Terminal as well.
